A swathe of major contractors have been signed up to a £4.3bn framework expected to produce a significant tranche of highways-related work.

The National Framework for Civil Engineering, Infrastructure and Enabling Works 2026 has been set up by procurement group Pagabo, which recruited 109 contractors from regional contractors such as Danaher & Walsh to industry giants such as Amey, Costain, Graham and M Group.

David Llewellyn, construction and infrastructure director at Pagabo, said: ‘The range of suppliers appointed have been rewarded based on evidence of their ability to collaboratively deliver high-quality infrastructure, civil engineering and enabling works projects across the UK.' 

The four-year framework has been set up in 13 lots and collaborative partners have been selected covering England and Wales, Scotland and Northern Ireland, with Graham the only partner appointed across all three.

Graham's national framework director, Rosey Edge, added: ‘The UK has a significant pipeline of infrastructure investment ahead, and delivering it successfully will depend on strong collaboration between public sector clients and contractors with the right breadth of experience.'

Other contractors signed up as collaborative partners include Costain and M Group for England and Wales.

M Group's managing director for transport, Adrian Cooke, commented: ‘The framework creates exciting opportunities across our core markets, including highways, water and environmental infrastructure, while also providing a platform for growth into adjacent sectors such as rail, aviation and defence.'

Lot 2 covers civils and infrastructure work for highways, including roads, structures, active travel, surfacing and maintenance, public realm and associated buildings and infrastructure, and 125 bids were received.

Successful firms included Octavius, whose head of business development for highways, Mike Todd, said: ‘This win extends further the reach of the support we can provide.'

The framework combines civil engineering, infrastructure, demolition, remediation and enabling works services into a single procurement vehicle for use by central government, local authorities, NHS organisations, education providers, blue-light services and housing providers. 

Pagabo will stage a framework mobilisation event at Coventry Transport Museum on 13 October.
