Warrington Borough Council has tendered a £24m transportation and public realm consultancy framework for use by local authorities ‘across Cheshire and the surrounding area'.
The contract is expected to run from 12 April 2027 to 13 April 2029, with a possible extension to 13 April 2031 bringing the total run time to just over four years. The council also noted that the open framework scheme is expected to end on 13 April 2031.
Suppliers appointed to the framework will be expected to ‘provide access' to consultancy services that support transport, highways, active travel, public realm and infrastructure projects.
Included in this will be transport planning, highway design, transport modelling, public realm improvements, project management and ‘related technical advisory support'.
Procurement is split into two stages. The first stage will see companies submit written quality responses, pricing information and ‘the required selection information', which the council will use to shortlist suppliers to progress to Stage 2.
Stage 2 will then participate in a tender clarification session, as well as a presentation and interview assessment. Following this, the council will complete a final evaluation and select the four highest ranked tenders.
The tender notice does add that the council ‘reserves the right to appoint a fifth Tenderer where the conditions set out in the procurement documents are satisfied.'
Those wishing to participate in the framework should submit a request to participate here by 13 October, with the successful suppliers planned to be announced by 31 March 2027.
