Rochdale Borough Council is seeking to appoint contractors to a framework for in-house highways support services, with an estimated value of up to £27.85m.

With the in-house highway service delivering the council's revenue works, such as reactive highway maintenance, drainage maintenance, out-of-hours call-outs, and winter service, this framework would allow for additional labour and plant resources to be brought in to support the existing in-house service.

Lasting four years from 5 January 2026 until 4 January 2030, the framework will be made up of five lots:

  • Lot 1A: LOT 1A Small plant and equipment – estimated value of up to £1.713m
  • Lot 1B: Vehicles and plant- driven and non-driven – estimated value of up to £8.4m
  • Lot 1C: Static Cabin Site Fencing Trench Support – estimated value of up to £1.008m
  • Lot 2: Supply Highways and Drainage Labour – estimated value of up to £13.305m
  • Lot 3: Traffic Management – estimated value of up to £3.423m

Rochdale Council has also stated that the framework will be available for use by all partner authorities within STAR Procurement and AGMA (Association of Greater Manchester Authorities), including Stockport Council, St Helens Council, Tameside Council, Trafford Council, Knowsley Council, Bolton Council, Bury Council, Manchester City Council, Oldham Council, Salford City Council, and Wigan Council, Blackpool Council, Blackburn with Darwen Borough Council, Cheshire East Council, Warrington Borough Council & Lancashire County Council.

The enquiry deadline for this framework is 6 November 2025, with tenders due by 13 November.

Rochdale Borough Council expects to announce the successful candidates by 1 December.
