Halton Borough Council has tendered a highway surface treatments contract focused on sprays, surface dressing, slurry and micro asphalt, with an estimated value of £5.3m.
The contract runs from 1 April next year to March 2030, with a possible one-year extension to March 2031.
The successful contractor will be required to assess conditions and liaise with the project manager to decide the most appropriate treatment to extend the asset's life and agree annual works programmes and preparatory works.
In the tender notice, Halton BC said: 'This is a contract where works are called off when required. There is no formal programme of future requirements so [we are] unable to lot as specific needs are unknown.'
Contractors have until 22 October to submit bids, which will be judged 70% on quality and 30% on price.
An award decision is expected in February next year.
