Blackburn with Darwen Council has announced that 10 contractors have secured places on a £50m highways framework.
The contractors have been appointed across four lots. The two top lots are valued at £20m each.
DSD Construction from Cumbria, Holcim UK, and Leyland-based Multipave have won places on Lot 1 covering surfacing works, which attracted 15 bids.
Major players to miss out included Tarmac and Hanson.
Multipave is also on another £20m package for Lot 2 covering civils work alongside rival local outfit George Cox and NMS Civil Engineering, another local firm from Ashton-in-Makerfield in Wigan.
A total of 17 bids were submitted and contractors to miss out included Bethell, Casey, Eric Wright, JJ O'Grady and PP O'Connor.
Multipave was one of 11 contractors to submit bids for the £5m Lot 3 covering cold milling but missed out with NMS Civil Engineering and DP Cold Planing signed up instead.
Lot 4 for repairs to asphalt surfacing, which is also valued at £5m, attracted 11 bids and Multevo and WJ North fended off bids from companies including Bethell and Toman Contracting to the two places.
Procurement started in April, when the council published a tender notice and a total of 23 firms submitted bids for places.
The framework, which is valued at £41.6m excluding VAT and £49.8m inclusive of VAT, starts in October and runs for two years with the option of two further 12-month extensions.
