Three companies have been appointed to National Highways' almost £1bn concrete roads reconstruction framework.
Kier, John Graham Construction and John Sisk and Son have all bagged a place on the national contract, the Legacy Concrete Roads Reconstruction (LCRR) framework, with an estimated value of £968m (excluding VAT).
Running from 2026 to 2032, spanning RIS3 and the start of RIS4, the contract will see the three companies deliver the concrete road reconstruction scheme.
With concrete roads currently making up roughly 5% of the strategic road network, the framework includes:
- Design and construction services for the demolition of existing pavements and the reconstruction of pavements
- Design and delivery of associated temporary traffic management solutions
- Performing principal designer and principal contractor duties
- Carbon capture recording and reporting
- Recovering, recycling and reusing arisings during the delivery of a scheme - keeping the programme's carbon footprint to a minimum and contributing to the circular economy
James Birch, managing director for transportation at Kier Infrastructure, said: ‘This appointment allows us to play a key role in delivering essential upgrades to England's legacy concrete road network, improving the safety and resilience of it for end users. We'll bring innovative solutions, sustainable practices and collaboration to the schemes, while maximising value for our customers and the communities we work in.'
Nick Knorr, head of the National Concrete Roads Programme, added: ‘The national concrete roads programme is a critical long term strategic programme of renewals for National Highways, ensuring our roads are safe and reliable for drivers, maximising the benefits of this significant investment in the future of England's motorways and major A roads. By replacing ageing concrete roads with modern designs, we're ensuring smoother, quieter, and more resilient routes for millions of people.'
Alan Rodger, managing director of Sisk Infrastructure, commented: 'We're absolutely delighted that we have been awarded a position on the new Legacy Concrete Roads Renewal framework, allowing us to bring best practice and value from our experience on the previous framework. We look forward to continuing our long-standing relationship with National Highways and to working with our new framework partners and local supply chain to deliver this next programme of improvements.'
