Norfolk County Council has restarted its preliminary market engagement for a near-£100m highways and infrastructure professional services contract after its previous attempt was halted early.

In its notice, the council stated that its previous procurement engagement ‘was unfortunately unable to conclude' which meant it was unable to ‘proceed to award a contract'.

It added: ‘NCC is currently reviewing the approach taken to that competition with the intention that it will, in due course, commence a new competition to replace the current PSC Contract.'

With this contract – currently provided by WSP – due to expire ‘on or before 31 March 2028', the council is looking to appoint a company that will work closely with Kier, the council's ‘recently mobilised' term maintenance contractor, to deliver services related to the following areas:

  • Highways
  • Bridges and structures
  • Travel and transport
  • Spatial planning
  • Economic development and strategy
  • Environment
  • Waste and infrastructure associated with NCC's estate and carbon assessments.

Currently, the contract is expected to run from 1 June 2027 to 30 May 2031, with a possible extension bringing the end date to 30 May 2038 for a total run time of just shy of 11 years, and has an estimated value of £92.4m.

Those interested in participating in engagement on the contract should complete the engagement questionnaire before 1 July 2026, with a tender notice expected to be published on 4 September.
