A new £45m specialist surface treatment framework has been tendered by the Council of the Borough of Kirklees on behalf of the Yorkshire Highways Alliance.
Made up of 14 councils in Yorkshire and NY highways Limited, the alliance is looking use this framework to re-procure a recently expired regional contract for road and footway surface treatments.
Once appointed to this framework, the successful suppliers will provide labour, plant, materials and traffic management to ‘carry out specialist surface treatment works'. Works expected to be included under the framework range from micro asphalt to high friction surfacing, as well as other associated works like the replacement of road markings.
The framework will be split into 11 lots:
- Lot 1: City of Bradford District Council, estimated value £2.4m
- Lot 2: The Borough of Calderdale Council, estimated value £2.4m
- Lot 3: The Council Borough of Kirklees, estimated value £7.2m
- Lot 4: Leeds City Council, estimated value £7.2m
- Lot 5: Wakefield Metropolitan District Council, estimated value £9.6m
- Lot 6: City of York Council, estimated value £2.4m
- Lot 7: Barnsley Metropolitan Borough Council, estimated value £2.16m
- Lot 8: Doncaster Metropolitan Borough Council, estimated value £3.84m
- Lot 9: Rotherham Metropolitan Borough Council, estimated value £480,000
- Lot 10: NY Highways Ltd (as the named Teckal Company of North Yorkshire County Council), estimated value £4.8m
- Lot 11: Any other Contracting Authority (or their named Teckal Company) within the Yorkshire & Humber Region, estimated value £2.4m
The contract will run from 13 April 2026 to 12 April 2028, with two possible year-long extensions bringing the end date to 12 April 2030.
During this period, the total estimated value for this framework is roughly £37.4m for the full four years - but £44.88m including VAT.
Those wishing to submit a tender must do so by 24 February 2026, with the successful suppliers expected to be announced by 17 March.
