Nottinghamshire County Council has extended the deadline for its five-year, £60m surface treatment partnership contract that covers works across the East Midlands.

Operated by Via East Midlands, a council-owned subsidiary, the contract will see the successful supplier undertake carriageway surface dressing, micro-asphalt, in-situ recycling, ironwork adjustment, and related work, such as road marking and road studs, across the region.

Via East Midlands highlighted a need for ‘cooperative behaviour' alongside technical excellence and efficiency, as it is looking to encourage a ‘more strategic and collaborative approach to highway service delivery', with the goal of delivering value for money. In doing so, it hopes that this strategy will help to promote joint engagement and support early contractor involvement.

It also stated that this contract will include a ‘performance management framework' designed to incentivise and reward a ‘one-team approach' and excellent service delivery through the provision of possible contract extensions.

With an initial run from 1 April 2026 to 31 March 2029, Via East Midlands has also included the possibility of two one-year extensions to the contract, bringing the end date to 31 March 2031 and the total run time to five years.

Those wishing to submit a tender for this contract now have until 2 February 2026 to do so; originally, the deadline was set for 19 January.

Once tenders are submitted, Via East Midlands intends to utilise a two-stage competitive flexible procedure under the Procurement Act 2023, comprised of:

  • Stage 1 - PSQ (pass/fail), quality responses, quality evidence and tender price
  • Stage 2 - Interview presentation

It then plans to evaluate both stages using the Price Per Quality Point (PPQP) method from the new Most Advantageous Tender (MAT) approach to find the ‘optimal balance of cost and quality'.

The council then expects to announce the successful bid by 9 March 2026.
