Gloucestershire County Council has tendered a new highways major projects construction framework worth up to £72m.

Divided into two lots, the framework will cover both major highways projects and structures and geotechnical projects.

Lot 1 – highways projects (£0.5m - £10m) – will cover work including new road construction and major junction upgrades, carriageway widening, integrated transport schemes, earthworks and stakeholder engagement. The estimated value for this lot is roughly £48m.

Lot 2 covers structures and geotechnical projects (£0.25m - £10m) and will see the successful contractor undertake bridge construction and refurbishment, stabilisation of retaining walls, culverts and tunnels, drainage schemes, structural strengthening and other similar works. This lot has an estimated total value of £24m.

Once awarded, the framework is expected to last for four years from 11 February 2026 to 10 February 2030.

Work from the framework will be assigned either with or without competition, with mini-competition being used as the default process for awarding work. Where the call-off value exceeds the works procurement threshold, which is currently £5,372,609, a mini-competition must be carried out.

This will be assessed based on evaluation criteria of price (35%), quality (50%) and social value (15%).

The closing date for tender submission is 12 January 2026, with the council expected to announce the successful contractors by 30 January 2026.
