The London Borough of Hammersmith and Fulham has started preliminary engagement on a new £3.1m Environmental Enforcement Agency service that will provide ‘targeted' enforcement of environmental offences across highways, parks and open spaces.
Covering infractions ranging from highway obstructions to littering, the successful company will supply ‘trained, uniformed enforcement officers' operating across the borough. They will be expected to address ‘priority issues' that the council will identify, as well as issue fixed penalty notices, undertake public engagement, manage initial complaints and prepare prosecution case files ‘where required'.
The contract is currently expected to run for two years from 1 December 2026 to 30 November 2028, with a provision for a possible extension to 30 November 2040 bringing the total length to four years.
Suppliers that wish to take part in the early procurement can complete the council's questionnaire, which is looking for feedback on the proposed scope of services and delivery approach to inform the final specifications and procurement approach.
Responses should be submitted here by 9 September and the council plans to publish the tender notice by 1 October.
