Devon County Council is set to appoint a raft of companies to a resurfacing framework valued at just shy of £65m.

The framework will see a total of nine suppliers appointed across three lots:

  • Lot 1: Resurfacing, reconstruction and patching of carriageways, ex-situ recycling of pavements and associated works
  • Lot 2: Hand patching, the installation of high friction surfacing (HFS), carriageway lining, patching of existing HFS installations and associated works
  • Lot 3: In-situ pavement recycling and associated works

The largest is Lot 1, with five of the nine suppliers - Cormac Contracting, Glendinning, Kennford Tarmacadam, Tarmac Trading and Taylor Woodrow Infrastructure – and a total value of £57.6m.

Lots 2 and 3 have smaller identical values - £3.6m each – but Lot 3 has more suppliers. Quality Marking Services and WJ South West are expected to be appointed to Lot 2, with Colas, Connor Construction (South West) and Holcim UK appointed to Lot 3.

While contracts are not expected to be signed until 26 August at the earliest, once completed, they are each expected to last for four years from 1 September 2026 to 31 August 2030.
