Transport for London has tendered its third professional services framework, which has an estimated value of up to £120m and will cover the next four years of transport and environmental consultancy services for the London transport authority.

Available for use by TfL, the Greater London Authority and London boroughs, this new framework is expected to be divided into 18 lots:

  • Lot A1: Road safety (including using road casualty data)
  • Lot A2: Statistical Modelling & Bespoke Analysis
  • Lot A3: Strategic transport modelling
  • Lot A4: Strategic transport studies, scheme planning and design
  • Lot A5: Strategic transport planning and policy
  • Lot A6: Economic appraisal and advice
  • Lot A7: Transport surveys (including travel research behaviour)
  • Lot A8: Public consultation
  • Lot B1: Data analysis, modelling and monitoring
  • Lot B2: Ecology surveys and monitoring
  • Lot B3: Green infrastructure and biodiversity research, policy, data analysis and innovation
  • Lot B4: Health, equalities and socio-economic assessment
  • Lot B5: Environmental assessments
  • Lot B6: Noise and vibration
  • Lot B7: Climate modelling, mapping and data analysis
  • Lot B8: Adaptation measure research, policy, innovation and technology
  • Lot B9: Climate risk and adaptation planning advice
  • Lot B10: Energy and climate change mitigation

Once suppliers are appointed, the framework will run from 1 January 2027 to 31 December 2030.

TfL adds that Lot A1 requires a minimum of eight suppliers, with a minimum of 10 needed for Lot B1, 16 for Lot B6 and 20 for Lots A2-7 and Lots B2, B3, B4, B5, B7, B8, B9 and B10.

Those wishing to participate in procurement for this framework must enquire by 23 March 2026.
