Matthews Construction Consultants is set to win a sole spot on a £5.76m highways and transportation cost consultancy services framework for Leeds City Council despite a host of other contractors, including major names, putting in bids.
Leeds revealed that Matthews' submission was only one of 10 tenders they received; the others included companies like AtkinsRealis UK, Mott MacDonald and Pick Everard.
The authority added that while all 10 did proceed to be assessed at the final stage, the other nine suppliers were unsuccessful.
While the contract is still in a standstill period until 2 November, if Leeds proceeds and appoints Matthew Construction, the consultancy will be responsible for providing the City Council with cost management services and ‘agile and reactive working arrangements' to support them in the delivery of their highways and transportation capital works programme.
The contract is expected to run from 2 November 2026 to 1 November 2028, with a possible extension to 1 November 2030, bringing the full length to four years.
