Norfolk County Council has published a planned procurement notice for its restarted highways and infrastructure professional services contract, now valued at over £100m.
With the existing contract currently provided by WSP due to expire ‘on or before 31 March 2028', the council is looking to appoint a company that will work closely with Kier, the council's ‘recently mobilised' term maintenance contractor, to deliver services related to the following areas:
- Highways
- Bridges and structures
- Travel and transport
- Spatial planning
- Economic development and strategy
- Environment
- Waste and infrastructure associated with NCC's estate and carbon assessments.
A previous notice stated that the contract had an estimated value of £92.4m, but this recent announcement now puts the total value at £100.8m.
The contract is now expected to run from 1 December 2027 to 30 November 2032, with a provision for a possible extension to 31 March 2040, bringing the total contract length to over 12 years. This would see the contract start six months later than expected and last for over a year longer (1 June 2027 to 30 May 2031, with a possible extension to 30 May 2038).
These changes come after Norfolk CC undertook preliminary engagement this summer, with participants providing feedback via an online questionnaire.
Currently, the council expects to publish its formal tender notice on 28 September, with requests to participate then due by 2 November. The successful supplier is then planned to be announced on 28 July 2027.
