Balfour Beatty has appointed Connect Plus chief executive, Angus Murray, to the role of managing director of its UK major projects business from 1 September 2026.
Mr Murray will be responsible for a portfolio of projects and supporting the delivery of significant infrastructure programmes such as Hinkley Point C and Net Zero Teesside.
He is also expected to lead Balfour Beatty's engagement in ‘emerging complex infrastructure markets', including small modular reactors and the UK reservoir programme.
Mr Murray has over 30 years' experience, with ‘a strong track record in leading complex, large-scale infrastructure programmes'. Most recently, he served as chief executive of Connect Plus, the 30-year consortium that includes Balfour Beatty, which is responsible for managing and operating the M25 network on behalf of National Highways.

A civil engineer by training, Mr Murray's career started at Tarmac, before he moved on to ‘a number of senior leadership roles', including nearly two decades as the vice president of operations for Fluor Corporation's advanced technologies and life sciences business across Europe, Africa and the Middle East.

Mr Murray will be succeeded in this role by Alvaro del Palacio Tornos, who will also be taking on the new position in September.
