New multi-million framework for Liverpool highways maintenance

Liverpool City Council has revealed the contractors that have won places on a multi-million pound strategic Highways Planned Works Framework.

The framework agreement will operate as a multi-supplier contract, with approved suppliers being categorised into two lots: lot 1 covers projects up to £1.5m, with lot 2 serving projects for over £1.5m.

The framework is intended to eliminate lengthy tender procedures for upcoming highways works - these include highways infrastructure improvements and re-surfacing, active travel schemes and sustainable transport provision, traffic signal junctions and infrastructure, and bridge upgrades.

The successful suppliers selected for the framework are:

• Huyton Asphalt Civils Ltd

• Dowhigh Ltd

• The Casey Group Ltd

• J Hopkins (Construction) Ltd

• John Sisk & Son Ltd

• Eric Wright Civil Engineering Ltd

• John Graham Construction Ltd

• Aureos Highways Ltd

This framework has been launched as Liverpool City Council begins to undertake a ‘significant programme’ of upgrades and modernisations for the city’s highways network, supported by substantial financial investment.

The Council’s City Plan and 2023 Transport Plan both focus on accessibility, active travel, and sustainable transport solutions and with the support of the Highways Planned Works Framework, the city aims to deliver projects that align with these objectives.

Liverpool City Council states that the Highways Investment Programme has already delivered ‘significant improvements across the city’.

It said: ‘To date, the initiative has seen the resurfacing of over 100,000 square meters of roads, creating smoother and safer journeys for drivers. In addition, more than 100 new tactile crossings have been installed, enhancing accessibility for pedestrians with visual impairments.’

Princess Drive in West Derby will see work being done next week on several upgrades, including resurfacing, new kerbs, new road gullies and new road markings.

Cllr Dan Barrington, cabinet member for transport and connectivity, said: ‘Maintaining the quality of our highways is essential to ensure the continuing growth and success of our city. ‘We need our roads to be safe for all drivers and fit for purpose – helping people and businesses get from A to B. The creation of this framework is a hugely important step for the maintenance of the city’s roads and streets.

‘Having a pool of pre-approved companies means we can get work started and finished quicker than we have in the past. Residents will benefit from this strategy, and it will make a positive difference to the city’s infrastructure in the years ahead.’
