Midlands Highway Alliance Plus (MHA+) has announced the suppliers on its new Professional Services Partnership Framework 4 (PSP 4) - expected to last eight years and be worth around £960m.
The framework comprises two lots.
The successful suppliers for Lot 1 (Consultancy Services) are:
- Amey OW Ltd,
- AECOM Ltd
- WSP Ltd.
The successful suppliers for Lot 2 (Temporary and Seconded Professional Staff) are:
- Waterman Aspen
- Matchtech Group UK Ltd.
The tender notice stated that the Scope of the PSP 4 Framework 'is broad and intended to cover all aspects of MHA+ Members' highways related requirements'.
This is the fourth generation of the Alliance’s professional services framework and will be available from 28 August, although it will be formally launched at the Midlands Highway Alliance Plus (MHA+) annual event on 20 September 2023.
The regional framework arrangement dates back to 2007, with the aim of providing excellent value and sharing best practice through collaborative working.
It has been further updated in terms of performance management, supplier selection options and workload share to meet the future needs of the 31 local highway authority members already using the PSP 3 framework and framework suppliers.
Pat Clarke, chair of the PSP 4 Procurement Working Group, Leicestershire County Council said: 'Developing and procuring the new framework has been a real team effort. We have examined every aspect of the framework to ensure that we provide the value and flexibility that local highway authorities will need going forward to meet the challenging times ahead as well as make it an attractive framework for suppliers to commit to working with us on.
'I am looking forward to building and renewing strong relationships with the successful suppliers and drawing on the innovations and ideas they have put forward to further develop this industry-leading framework.'
The PSP 4 Procurement Working Group was made up of volunteers drawn from seven different member authorities.
It held over a dozen workshops and conducted market engagement and supplier interviews and was supported by Leicestershire County Council’s procurement team, the MHA+ team and the MHA+ Programme Board.
