TfL reshuffles ahead of Byford departure

Transport for London has announced new senior leadership appointments ahead of the departure of commissioner Andy Byford, with its current roads director stepping into the shoes of chief operations officer (COO) Andy Lord.

Glynn Barton will become interim COO on 25 October, as Mr Lord becomes commissioner on an interim basis while Rachel McLean will become managing chief finance officer (CFO) on 31 October.

Mr Barton (right) is currently TfL's director of network management and resilience, responsible for the performance and management of the road network and TfL's statutory duties as highway authority.

TfL said that over 21 years at the organisation, he has used his transport planning and management background across a range of important operational roles, and he recently played a pivotal role in the delivery of TfL's transport plan to support the events to mark the Platinum Jubilee and the death of Queen Elizabeth II.

Mr Lord, who led the process to select the interim COO, said: 'Glynn is an outstanding operational leader with a breadth of experience across TfL's operations. In particular his leadership of TfL's role in the events to mark the passing of Her Majesty the Queen was simply outstanding.

‘While the eyes of the world were on London, he played a decisive role in ensuring that the transport network could support the safe and efficient movement of the hundreds of thousands of people who came to pay their respects.’

Ms McLean (pictured) is currently the CFO for Crossrail and finance director for operations, having re-joined TfL in January 2020 from what was the Ministry of Housing, Communities, and Local Government, where she was the director general - chief financial officer.

She was previously director of planning, performance and finance at HMRC Customer Services and previously worked for TfL for nine years in senior asset management and finance roles.

She is a Fellow of the Chartered Institute of Management Accountants and a Member of the Chartered Institute of Public Finance and Accountancy.

TfL said that Patrick Doig, who led its finance team as the statutory CFO - playing a key role in securing a long-term funding agreement with Government - will resume his role as group finance director and will remain the statutory CFO.

Mr Byford said: 'Rachel brings a wealth of experience to this role and I am delighted that she will be joining my executive team. Rachel will be accountable for the overall TfL budget, funding and business enabling processes. She will drive cost efficiency across the entire organisation, including through supply chain transformation.

'Both Rachel and I also want to pay tribute to Patrick Doig, who has led our finance team brilliantly at such a pivotal moment for TfL and for London.’
