The UK Roads Leadership Group (UKRLG) has launched a survey on potential updates to the national code of practice - Well-managed Highway Infrastructure.
Under 'priorities for future development' and sections of the code that 'require review', the survey asks:
- Are you utilising improved/new technology to assist in your systems of highway inspection or condition survey following implementation of the code and what benefits has this achieved, if any?
- Do your existing systems and software support implementation of recommendations and have you reviewed your highway maintenance management systems as a result?
- Does the code provide sufficient guidance on the approach to management of sustainable modes of transport such as cycling and e-scooters
- Has your authority declared a climate change emergency and has the code of practice helped in preparing a climate action plan?
- Has the code of practice encouraged your authority to introduce carbon reduction or biodiversity improvement measures?
Looking at the impact the code has had since its launch in 2016, the survey asks highway authorities if they 'have noticed a change in your ability to defend claims or your repudiation rate' and which of the 36 recommendations 'are furthest from being fully implemented in your authority'.
It also asks about any examples of efficiencies and changes in the 'categorisation of priority for repairs or frequency of inspection as a result of the new code of practice'.
The code aimed to transform the sector when first published by introducing the risk-based approach to defect repair instead of the previous pre-established standards for intervention.
The UK Bridges Board is also conducting a survey on the structures element of the code - Part C, which asks if the code of practice should 'provide/direct you to some specific guidance on developing carbon tool calculators'.
