£224m framework has plenty of headroom

A London borough is seeking bidders for highways and transport services framework contracts that could be worth £224m, although actual spend over the existing four-year frameworks has been just over £10m.

The new frameworks, which run to 2025, are being advertised by the London Borough of Ealing but are available to all London Boroughs under the London Contracts and Suppliers Group.

Ealing said the total framework value is set at £224.4m to take into account possible spending by each borough.

However, over the last framework the actual spend over four years across all boroughs has been £10,571,000.

The framework contracts are divided into four lots:

Lot 1: Bridge Inspection (£13m); ‘The bidder must use the Bridge Inspection Schedule of existing programme of inspections to develop their own four-year schedule of General (two yearly) and Principal (six yearly) Inspections.’

Lot 2: Condition Surveys (£13m); The contractor shall arrange an Annual Inspection of all footways and carriageways in Ealing in accordance with UKPMS, of the Highway Network [and] will then prioritise condition rating for all inspections

Lot 3: Transport and Engineering Services (£132m); The categories covered include: Traffic, Accident, Parking and related Environmental Improvements; Highway Improvements; Improvements to Highway Structures, including Bridges and Subways [and] The impact of development and other proposals on the highway and/or the assessment of improvement opportunities presented by development and other proposals.

Lot 4: Flood Management (£66m) Consultant to provide Flood Risk Management Consultancy Services with respect to the Employers duties as a Lead Local Flood Authority under the Flood and Water Management Act 2010 and general Sustainable Drainage Systems (SuDS) related matters.

Over the last framework the actual spend over four years across all boroughs breaks down as: Lot 1, £511,000; Lot 2, £257,000; Lot 3, £6,723,000; Lot 4, £3,080,000.
